I think this should be changed to "inaccurate, incomplete or violates..."
Incomplete data isn't neccessarily inaccurate. Voting "No" to a contribution that adds new correct data to an incomplete entry is just as bad as voting "No" to data that replaces old bad data.

Might I suggest that that whole sentence should be taken out and shot? I had to read it several times just to figure out what the hell it's trying to say. I think we should start from scratch and come up with something that's a little easier to comprehend. I think what we're trying to say here is:
"A No vote on a contribution that follows the Contribution Rules is considered an abuse of the voting system."
I don't think it's necessary to worry about what data is being replaced. That data isn't being voted on. It is the new contribution that is being voted on and it either follows the rules or it doesn't. Likewise it should be impossible to follow the Contribution Rules with inaccurate data. I think we can simplify here.
Familiarize yourself with the contribution rules before voting. Base aAll voting should be based on support of these Rules and not your personal preferences.

Conversely, voting "Yes" to a contribution which violates these Contribution Rules shouldmust also be avoided.

Include a reason for any "No" vote that you cast in order to provide useful feedback to the contributor (and the IVS Reviewers.)Reasons for "No" votes are required. Reasons for "Yes" votes are optional.
"Vote stuffing", or voting more than once for (or against) a contribution with more than one account is a serious violation of voting rules. This includes bypassing safeguards to vote for your own contribution. Violations will result in immediate loss of voting ability.
